Abstract
Strengthening human resource (HR) capacity is crucial for enhancing the quality of village governance, particularly regarding administration and the delivery of public services. Koto Tengah Semerap Village (Keliling Danau District, Kerinci Regency) faces challenges regarding the need to develop and implement more structured administrative work plans and to improve staff competence, ensuring that duties are performed effectively and systematically. Consequently, this community service initiative aims to design and implement a training plan as a strategy for staff competency development, ensuring the training aligns with actual field requirements. The implementation methodology encompasses preparation and coordination, a competency needs assessment, training plan formulation, workshops and mentoring, and an evaluation of outcomes through feedback and assessments of participants' work practices. The initiative resulted in the creation of a systematic, needs-based HR training plan and improved participant proficiency in understanding administrative workflows and developing more focused work tools. The established training plan and enhanced staff competence are expected to foster more effective village governance and improved administrative orderliness, ultimately leading to optimized public service delivery.
